Dear Morrisville-Eaton Community,
We would like to share an important update regarding the next step in our ongoing exploration of a potential merger with the Cazenovia Central School District.
The Morrisville-Eaton and Cazenovia Boards of Education will hold a joint meeting this evening, November 24, at 5:45 p.m. at the Nelson Town Hall. During this meeting, the two Boards will enter into executive session to interview the finalists who responded to the Request for Proposal (RFP) to conduct the merger study.
As previously communicated, these interviews must be held in executive session because the Boards will be reviewing candidates’ employment histories, qualifications, educational backgrounds, and other personnel-related criteria.
In October 2023, the Morrisville-Eaton Board of Education asked the Cazenovia School District to consider exploring a potential merger. Both districts agreed, and since that time we have been engaged in the exploration phase—which has included joint meetings, community forums, and ongoing review of data and process requirements.
We know that our community has a strong interest in this topic. Please be assured that public involvement is required under New York State law and will remain an essential part of this process. We will continue to keep our community informed as new information becomes available.
Merger Study and Funding
Both Morrisville-Eaton and Cazenovia have been awarded a $40,000 grant from the New York State Department of State to help fund the merger feasibility study. Each district may receive up to $20,000.
The total cost of a merger study can reach more than $100,000, though costs are rising due to increased demand. Remaining expenses beyond the grant are now aidable through BOCES, which significantly offsets the local cost to our districts.
We are currently between Steps 1 and 2 of the merger process. BOCES issued the RFP earlier this year on behalf of both districts. The Boards are now at the stage of interviewing consultant finalists.
Merger Process Under New York State Law
The process of centralization (school district merger) in New York State follows several defined steps that involve both the Boards of Education and the broader community. Below is an overview of the steps:
Exploration and Information Gathering
Districts discuss motivations for a potential merger, review initial data, and begin community conversations. Morrisville-Eaton and Cazenovia have held multiple joint meetings and forums over the past two years.Feasibility Study
If both Boards agree, a comprehensive nine-month study is conducted to evaluate financial implications, educational programming, facilities, transportation, staffing, and overall community impact. The goal is to provide factual information for residents to make an informed decision.Review of Findings
After completing the study, the New York State Education Department reviews the results. The Boards then decide whether to reject the merger, delay action, modify the plan, or advance to a community vote. Residents will be able to offer feedback on the findings.Straw Vote (Non-Binding)
If the Boards choose to move forward, a non-binding “straw vote” may be held—or petitions may be used—to gauge community support. There is no minimum voter-participation requirement.Binding Vote
If the straw vote or petitions indicate the community is in favor, the State Education Department sets the date for a binding vote. A majority of voters in both districts must approve the merger for it to move forward.New District Formation
If approved by voters, a new district is established, a new Board of Education is elected, and transition planning begins.
